You can do it in P6 web now. Go into Resources>Administration. Export the template with a few key columns, save the xls to your local, populate the columns one time as a test and then import it back into P6 web resources. You will see the icons that show the excel icon.

I followed to your instructions and everything has turned out. But as for csv files, everything is much easier than, I thought! I have not much skill with programs, for me was a bit hard to find a problem. For a long time I thought about how to do this, and finally found, how to open csv file https://wikiext.com/csv.
