How to have resources loaded to the WBS Summary level activity
Add the activity, change it to a WBS Summary activity and make the duration type “Fixed Units”.
Activity Type: WBS Summary Duration Type: Fixed Units
% Complete: Duration.
Load Resources to WBS Summary Activity.
